Earthquake disasters are characterized by abrupt occurrence, strong destructiveness, and frequent second‐ary disasters, which impose extremely high requirements on video conference dispatching work. Aiming at the exist‐ing defects of the early-stage video conference dispatching systems in the earthquake industry, this paper proposes an innovative video conference solution based on cloud video architecture. Adopting a dual-engine framework of"AVC+SVC", the solution leverages virtualization and flexible encoding technologies to realize adaptive access across diverse network environments. Meanwhile, it is compatible with legacy standard H.323/SIP devices such as Polycom, effectively addressing the pain points of traditional systems including poor internet access performance, weak mobile access capability and insufficient system flexibility. The system supports access of all types of termi‐nals, including intelligent dual-mode hardware terminals and software clients, covering multiple network environ‐ments such as private networks, the Internet, 4G and 5G. Practical applications demonstrate that the system has achieved remarkable results in scenarios such as earthquake emergency video conferences and daily scientific re‐search exchanges, greatly improves the capabilities of earthquake departments in seismic video consultation and sci‐entific research communication.
