Drawing on 437 People's Daily reports on the Wenchuan earthquake published between 2008 and 2024, this study employs content analysis to systematically examine the roles and collaborative mechanisms of different actors in long-term public communication for earthquake disaster. The findings show that official-media earthquake governance reporting presents a state-led limited collaborative model. State actors (42.6%) dominate the discourse, while non-state actors (3.2%) rarely appear independently and are mostly incorporated as auxiliary participants within the multi-actor narrative framework (51.3%). Across material and symbolic governance dimensions, the reports highlight state capacity and political identification, yet pay insufficient attention to micro-level psychological reconstruction, community resilience, and the restoration of social relations. The study reveals structural preferences in the current earthquake communication reports in presenting the initiative of multiple actors, and provides a reference for understanding the narrative logic and visibility politics of earthquake disaster governance in China.
