To address the issue low prediction accuracy of adjacent building settlement caused by urban pipe jacking construction, this paper proposes a settlement prediction model that integrates the finite element method (FEM) and the response surface method (RSM). Based on a prefabricated caisson and pipe jacking power tunnel project in Yinchuan, Ningxia, a three-dimensional finite element model was established to simulate the entire construction process, and field monitoring data were adopted to validate the model. The result shows that the impact of prefabricated caisson construction on building settlement is less than 0.8%, and the FEM prediction error for pipe jacking-induced settlement is below 5%. Through single-factor analysis, the influence laws of X-direction offset, Y-direction offset, jacking force, and grouting pressure on settlement were clarified. A prediction equation was established based on the Box-Behnken experimental design, with a coefficient of determination R²reaching 0.9989 and the F-test significance probability lower than 0.0001. The average prediction error for monitoring points JD7-JD13 is 3.92%. Deploying the proposed model on a cloud platform effectively improves construction safety.
