摘要:
基于第一次全国自然灾害综合风险普查成果,在研究了不同学者针对不同尺度的防震减灾能力评估指标体系的基础上,运用熵权-Topsis法综合评估算法模型,提出了一套适用于特大城市中心城区的评价指标体系,并以天津市中心城区为例进行应用。结果表明:整体防震减灾能力平均水平依然偏弱,达到较强水平的区只有1个,较弱水平的区有3个,其余区域为中等水平,经济发展水平较好的区域,地震灾害备灾能力越强,但人员财富越密集,经济损失风险越高,在地震灾害救援能力方面存在“少数地区占据多数资源”的现象。提出的工作建议为提升特大城市中心城区的防震减灾能力、合理分配资源配置、发挥地震部门防震减灾行业指导作用方面提供了有益参考。
Abstract:
Based on the results of the First National Census for Natural Disaster Risk,on the basis of studying the evaluation index system of earthquake prevention and disaster reduction ability of different scholars at different scales, an evaluation indicator system suitable for the central urban area of megacities is proposed by using the comprehensive evaluation algorithm model of entropy weight-Topsis method,and the central urban area of Tianjin was taken as an example for application. The results show that the overall earthquake prevention and disaster reduction capacity is still weak. Only one area has reached a strong level, three areas at a weak level, and the remaining areas at a medium level. In areas with higher economic development, the earthquake disaster preparedness capacity is stronger, but the denser the wealth of personnel, the higher the risk of economic loss. There is also a phenomenon where “a few areas occupy most resources” in terms of earthquake disaster relief capacity. The proposed suggestions provide valuable references for enhancing earthquake disaster prevention and mitigation capabilities in central urban areas of megacities,ensuring rational resource allocation,and leveraging the guiding role of earthquake departments in disaster prevention and mitigation.
